Burke is a minor character in the first season of the TV Series. He is an operative for the Eyes, Gilead's secret police. He is portrayed by Thunder Road filmmaker and actor Jim Cummings.

When June (Offred) returns from visiting Janine (Ofwarren) at the Putnam's house, she finds Burke and Aunt Lydia waiting for her. They proceed to interrogate her about her shopping partner, Emily (Ofglen), who had recently been arrested as a gender traitor. When Aunt Lydia proceeds to violently shock and beat June with a cattle-prod for quoting scripture back at her, Burke moves to stop Serena Joy from interfering, citing state business. When Serena states (mistakenly) that June is pregnant, Burke congratulates Serena and leaves, stating that he has all the information he needs.
